- For the dough, mix the flour with 4-5 tbsp of oil and water.
- Divide it into small balls.
- For the syrup, boil 1 ½ cup of water with 1 cup sugar.
- Keep boiling till sugar is dissolved and becomes a bit sticky.
- For the stuffing, oil the milk in a high flame for 10 mins.
- Then add sugar, cashew and pistachio paste.
- Now keep stirring in a slow flame while the kheer is done. This will take some time. Let it cool down.
- Now take the ball and roll it in the shape of a circle.
- Put the kheer stuffing in the middle
- Fold from all sides and keep it in place with a clove in the middle.
- Heat the oil and fry the lobongo lotikas in low flame, till they are golden brown in colour.
- Put it in the sugar syrup and let it soak for 15 mins.
