- wash cilantro and chop it finely. Now, grind oats in a grinder to make a powder. Transfer this powder into a bowl. Next, add semolina and salt in the same bowl and mix well. Then, add ginger paste, chopped cilantro and yoghurt and mix all the ingredients. Now, add water into the bowl and stir again. Mix all the ingredients well to make a fine batter. Cover the bowl and keep it aside for about 30 minutes. Now, grease the dhokla tray with oil and pour the oats mixture into the tray and put the tray into a steamer. Sprinkle baking soda over the mixture and steam the mixture for 15 minutes. To prepare the tempering, place a frying pan over medium flame and pour oil in it. Once the oil is heated, add mustard seeds. Once the seeds splutter, add sesame seeds. Stir for few seconds. Now, add green chillies and curry leaves in the pan and stir the mixture for a minute. Turn off the flame and add red chilli powder. Next, take out the dhoklas from the steamer and pour the mustard seeds mixture onto the dhoklas and cut and serve.
